Li Zhengmao
Doctor of Engineering, Professor, WBBA Board Chairman
Li Zhengmao was awarded the title of “Chinese Doctors with Outstanding Contribution” by the Academic Degrees Committee of the State Council & the former State Education Commission, and granted the China Youth Science and Technology Award by the China Association for Science and Technology, and the 2017 Distinguished Industry Leader Award by IEEE; he was inducted into the 2020 IPv6 Internet Hall of Fame and enjoyed special government allowances.

Martin Creaner
Director General of the World Broadband Association
Martin Creaner is one of the leading strategic thinkers in the global communications industry with a successful career as an executive with Motorola and British Telecom, as well as over a decade as President and CEO of the TM Forum.
Martin currently advises the boards of a number of companies in the communications and high tech industries, ranging from up-and-coming digital economy companies, to market leaders.
Martin has been named among the 25 Most Influential People in Telecom Software by Billing World and has twice been named as one of Global Telecoms Business’ Top 100. Martin holds a Master of Business Administration from Cranfield University, Cranfield School of Management; a Master of Science in Telecommunications from the University of East Anglia; and Bachelor’s degrees in Engineering and Physics from Dublin City University and the University College Dublin, respectively.
Martin is also a recognized thought-leader on digital transformation and the trends of the emerging digital economy. His most recent book “Transforming the Telco” explains the opportunities and challenges that digital transformation presents and outlines how the Telco might navigate this difficult process.
Previous books include “Delivering the Digital Economy”, which outlines the dynamics of the digital economy, and “Frameworx Distilled” & “NGOSS Distilled”, which provide a detailed guidebook to the standards that underpin the Telecom software industry.
Martin was appointed unanimously to the role of Director General by WBBA members.
Martin lives in Cork, Ireland.
Board Members

Peter Hu, with 15 years’ management experience in transport network product line in ZTE, is currently working as the Vice President of ZTE Corporation and General Manager of wireline marketing, takes charge of products and solutions for IP, optical, fixed network, and video services in the wired field. Before which he has worked as test director of transmission and data test department, and then international and domestic marketing director of the transport network product.
He has participated in the design of 4G/5G mobile backhaul network solutions for the three major operators in China, and the discussion of the transport network evolution solutions for Multi-national telecom operators. He proposed various creative integrated transport network solutions such as IP+optical synergy and put them into practice in the commercial networks to effectively integrate the end-to-end network architecture and improve the operation efficiency of the network. As ZTE's Chief Brand Officer of wired network products, he has delivered speeches on many important forums at the Mobile World Congress (MWC), BBWF and the PT Expo China.

Mohamed Amine Benziane is the vice-chairman of ITU-T Study Group 15 that deals with Networks, technologies and infrastructures for Transport, access and home, he also served as ITU-D vice-rapporteur for the 2017 – 2021 cycle, where he dealt with aspects of broadband deployment strategies and policies in developing countries.
Mohamed has represented Algeria in various ITU major conferences and meetings, such as, the World Telecommunication Standardization Assembly(WTSA), the World Telecommunication Development Conferences (WTDC), ITU Council (ITU governing body) and the ITU Plenipotentiary conferences (ITU higher decision making body), where he was Vice-Chairman of the steering committee of the 2022 ITU Plenipotentiary Conference (PP-22).
He also served as African Telecommunication Union (ATU) consultant for the 2022 ITU Plenipotentiary Conference (PP-22) preparatory process for the African region, where he was in charge of defining the region’s strategy and approach to the conference.
He is currently Head of Technology Watch Unit at Algérie Télécom, overseeing SDOs technical standards, including ITU, and has more than 10 years’ experience in telecommunications engineering.
Mohamed Amine Benziane is a State Engineer in electronics and he holds an MBA.

Sami G. Jarrar career calling has been to build and develop organizations that deliver sustainable businesses and financial growth through a customer-focused approach.
His diversified experience in multiple startups as well as large organizations, be it managing P&L, people, projects, or commercial initiatives has allowed him to have an impact on business performance and market presence.
He was fortunate to have attained this from the vantage points of both a business leader, CEO/GM, and head of a variety of business units.

Pa Touray is the Head of Monitoring and Evaluation at the Gambia Telecommunication Company Limited and the Telecommunications Cellular Company (GAMTEL/GAMCEL), the Gambia's primary provider of core telecommunication services. In this capacity, he focuses on developing strategies to assess the processes, viability, effectiveness, impact, and sustainability of projects to enhancing Quality of Service and the delivery thereof to aid in decision making. Pa has been in the telecommunications industry for two decades. He previously held the positions of Regional Core Engineer, Manager Transmission, and Manager Enterprise Risk Management (GAMTEL/GAMCEL). His background is Electrical/Electronic Engineering, Telecommunication systems and Digital Networks and Information Technology. Pa has also successfully completed a number of professional training programs, such as Managing Contingent Liabilities and Government Fiscal Risks in Projects, Enterprise Risk Management, CCNA, Next-generation Network Systems, WLL CDMA Engineering and Planning, and Satellite Systems and Space Technology with Application

Darius Jose R. Delgado was appointed Chief Commercial Officer (CCO) of Globe Telecom in September 2024, bringing with him over three decades of expertise in strategy execution, transformation, integration, and business innovation. Since joining Globe in 2003, Delgado has played a pivotal role in major company milestones. He began in Internal Audit and Strategy Management before contributing to one of the company’s most extensive transformation projects—the revamp of Globe’s Billing system. He later led Globe’s Broadband business to subscriber market leadership in 2020 as Head of Consumer Broadband.
In 2021, he transitioned to lead Consumer Mobile, where he drove market innovations that significantly increased Globe’s revenue market share in total Mobile since 2022, sustaining this momentum to the present. Prior to his appointment as CCO, Delgado served as Vice President for Consumer Mobile Business and later as Officer-in-Charge of the Commercial Group, where he played a key role in shaping Globe’s strategic direction across sales, marketing, and audit. His deep understanding of market dynamics and strong track record in P&L management have consistently driven profitability and strengthened Globe’s market position.
As CCO, Delgado is committed to driving innovation, sustaining business momentum, and delivering lasting value for customers, the company, and its stakeholders. Before joining Globe, Delgado was a Director at SGV & Co. (Ernst & Young), where he gained extensive experience across multiple industries over nine years. He holds a degree in Accountancy, Magna Cum Laude, from the University of Santo Tomas and completed the Executive Development Program at the Kellogg School of Management, Northwestern University, in 2024.

Mr. Chen is the Vice President of Huawei and President of the Optical Business Product Line. He is responsible for Huawei's optical business from end to end, including strategy, R&D, marketing, service, and supply. He takes charge of the transformation and evolution direction of the optical business, builds the leading competitiveness, and take responsibility for the commercial success of the optical industry.
Since joining Huawei in the year 2000, Mr. Chen has taken on various management roles in the company, including President of Marketing & Solution Sales Department of Enterprise BG, President of Enterprise BG Commercial & Distribution Business Department, Marketing Director of Data Communications Product Line, Director of Network Strategy & Business Development Department, General Manager of Microwave Domain, and Director of Transmission Network Product Line. Mr. Chen also served as Director of the Latin America Network Marketing and Solution Sales Department, leading marketing and sales strategies in Latin America.
Mr. Chen has extensive experience in strategic planning, marketing, and product and solution sales, and product R&D in the carrier and government and enterprise markets, with fourteen years in research and development, four years in strategy and marketing, and five years in sales.

As the head of the enterprise research sector, Bill manages core strategy, personnel, analysis, and commercial planning for the practice. The focus areas include AI, cloud and data centers, cybersecurity, enterprise IT, and IoT. He specializes in IoT use cases and the convergence of technology trends. Previously at IHS Markit and IMS Research, Bill provided authoritative coverage on fast-growing and evolving markets.
Over the past 15 years, he launched research on emerging technologies, including cellular machine-to-machine (M2M) communication and IoT. He has published numerous reports on a range of subjects, including global IoT, 5G, connected devices, mobile handsets, smartphones and converged devices, and I/O technologies. Drawing from his deep knowledge and expertise in the field, Bill has provided a strategic market analysis and valuable guidance for end-equipment manufacturers and component suppliers. Bill and his research have been featured in publications such as the Washington Post, Bloomberg Businessweek, and the New York Times.

Chip Strange is the Chief Strategy Officer at Ookla, the global leader in network intelligence and connectivity insights.
As the Chief Strategy Officer, Chip leads global corporate development, strategic partnerships, government and industry affairs, and the Ookla for Good program. Prior to joining Ookla in 2018, he supported the successful divestiture of Mosaik Solutions to Ookla, where he had been responsible for corporate strategy, marketing, product management, and software engineering functions.
Chip has twenty-six seven years of telecom industry experience, working with network intelligence and communications service providers.

Sunil Piyarlall is the Executive for Network Architecture and Modelling at Openserve. With over thirty years of experience in the Information and Communications Technology fraternity, Sunil has held key Business and Technology Strategy positions within the Telkom Group.
He serves on various industry bodies, including the World Broadband Association. Sunil brings his extensive FTTH knowledge, as well as experience from presenting at several local and international conferences, to address industry challenges and advance technology evolution.

Haithem is the Group Chief Technology Officer of STC, responsible for overseeing, developing and implementing the technology strategy and architecture of the group aligned with business goals. Focus on driving synergy initiatives and centers of excellence across the group and governing the implementation of technology guidelines, to achieve technology performance goals. Directs engineering, expansion and operating activities of the telecom, IT infrastructure & applications in alignment with the STC’s Group Strategy. Identifying and evaluating emerging technologies to drive innovation.

In his position as Executive Vice President of Swisscom’s Networks unit, Markus Reber is responsible for all the network infrastructure as well as its operation and upgrading. This spans not only the mobile and fixed networks, but also the core, consisting of IP and optical transport, and Swisscom’s data centres.
Within the framework of the Swisscom technology strategy, he purposefully guides the modernisation of the network infrastructure – whether through strategic consolidation of the core, the ongoing upgrading of mobile telephony with 5G or the continuous expansion of Switzerland’s fibre-optic network.
Markus has more than 25 years of experience in the field of information and communications technology (ICT) and was directly involved in the liberalisation of the telecommunications market from the outset. He graduated in electrical engineering from Burgdorf University of Applied Sciences in Bern Canton and holds an MBA from the prestigious University of St. Gallen. Markus also sits and plays an active role on the boards of Cablex AG, Swisscom Real Estate Ltd and the World Broadband Association.

Elif Yenihan Kaya has started her professional life as a telecom engineer in Turkcell Network Operations where she played a key role in managing mobile network operations. Over the years, she held various engineering and managerial positions in both Operations and Planning. Since 2015, she has been leading strategic planning for Turkcell's Fixed and Mobile Network Technologies. Currently, she serves as the Director of Network Capabilities for the entire network, driving the company's long-term technology strategy.
She holds a degree in Electronics & Telecommunications Engineering from Istanbul Technical University and an MBA from Istanbul Bilgi University.
Oversight Committee Chairs

Mr. Zhiyong Liu is the Rotating Chairman of the Oversight Committee of the World Broadband Association (WBBA), and servers as the Deputy Chief Engineer of China Telecom Group. Mr. Liu was the Managing Director of Procurement Supply Chain Management Center, China Telecommunications Corporation (China Telecom). Prior to that, he served as Managing Director of Cloud-network Operation Department (Big Data and AI Center), CEO and Board Director of China Telecom System Integration Co., Ltd., Deputy Managing Director of China Telecom Anhui Branch, Deputy Chief Engineer of Post and Telecommunication Management Bureau in Shandong Province, sequentially.
Mr. Liu has over 30 years of managerial experiences in the telecommunications industry, across multiple functions such as network development, network operation and maintenance, ICT, procurement and supply chain management.
Mr. Liu graduated from the Beijing University of Posts and Telecommunications with a Master Degree in Electronics & Telecommunications and later received a joint Doctor Degree in Management from Renmin University of China and Hong Kong Polytechnic University. He also received an MBA from the State University of New York at Buffalo.

Mr. Wang Han joined in Huawei in 2001. With more than 20 years of experience in the telecom business, he has taken multiple strategic and business positions in Huawei, with footprints in Southeast Asia and Europe, including account directors and global sales director.
Mr Wang currently works as the director for WBBA Coordination Dept of Huawei.

Mark Oliver is the Vice-President of Strategic Consulting at Omdia, where he spearheads the company's efforts in strategic consulting projects across four key industry segments: Consumer, Enterprise, Integrated Technology, and Telecoms. Under his leadership, Omdia has been pivotal in guiding its global clients on strategic market operations, product development, go-to-market strategies, and partner strategies, ensuring they seize market opportunities and enhance revenue growth. His recent projects include improving 5G network positioning for a telecoms equipment provider, identifying lucrative markets for a digital services provider's international expansion, and supporting technology vendors analyze customer expectations to refine their marketing strategies.
Mark is also a founding member of the World Broadband Association (WBBA), working with key WBBA stakeholders to define and execute its strategy, as well leading Omdia’s support of the WBBA through its research, digital marketing and custom event solutions.
Additionally, Mark has been a prominent speaker, panellist and host at major industry events such as Mobile World Congress (Barcelona and Shanghai), Network X, and AfricaCom, discussing topics ranging from telco to techco transformation, the evolution of data communication networks, to the impact of AI on the future workforce.

Kevin Hasley is vice president of strategic initiatives for the company's network intelligence and connectivity strategy for the telecom industry. With more than three decades of experience in the mobile and telecommunications industry, Kevin Hasley is responsible for a broadening the reach of Ookla's product portfolio, including world renowned Speedtest® and Downdetector® platforms. Ookla is the global leader in network intelligence and connectivity insights.
He was CEO of RootMetrics, the industry standard for network and technology performance testing. RootMetrics was acquired by Ookla in 2021. Its real-world measurement and benchmarking insights help customers gain a competitive advantage and make more informed business decisions. In 2009, he joined RootMetrics after 11 years with semiconductor firm Texas Instruments, where he helped create the unique position in the marketplace of the OMAP mobile application.
Alongside next-generation product development, Mr. Hasley was instrumental in developing a benchmarking program at Texas Instruments to test OMAP products against competitors, enable online customer comparisons, alert press to results and harvest data for marketing efforts.
A recipient of the Tau Kappa Alpha Outstanding Engineering Award, Mr. Hasley holds a Bachelor of Science degree in electrical engineering from Pennsylvania State University, United States.
