China Telecom’s Cloud-Network Integration Pilot Platform Accelerates Government and Enterprise Digital Transformation

Guided by the strategy ofCloud Transformation, Digital Shift, and Intelligent Benefit,” China Telecom’s Cloud-Network Integration Pilot Technology Verification Platform (hereinafter referred to as the Platform) actively implements the State-owned Assets Supervision and Administration Commission of the State Council’s requirements for open sharing of central enterprises’ pilot platforms. By doing so, it accelerates the cultivation of new quality productive forces and empowers the digital transformation of government and enterprise customers. 

Since its launch, the Platform has supported major government and enterprise projects with a cumulative contract value exceeding 6 billion yuan, establishing itself as a cornerstone of technical support for digital construction. 

One-Stop Pilot Verification Services 

To address proof-of-concept and pilot needs, the Platform leverages an independently isolated wide-area network foundation to deliver comprehensive verification capabilities:

  • Technology Maturation: Services covering 6G, artificial intelligence, quantum technology, and cybersecurity.
  • Production-Level Simulation: Environments such as metropolitan area networks and 5G core networks, replicating real business scenarios to mitigate risks before live deployment.
  • Authoritative Certification: National-level evaluation services including CNAS, CMA, and CCRC, ensuring compliance and credibility of solutions.

Project Planning Phase: Scientific Feasibility Verification

During the proposal and demonstration stage, the Platform provides quasi-production environments to validate technical paths.

For example, in an information system project for a government ministry, the Platform conducted multiple rounds of verification across ten categories of key capabilities. This optimized the construction plan and laid a solid foundation for the smooth execution of a project worth hundreds of millions of yuan.

Project Implementation Phase: Breaking Technical Bottlenecks

In the construction and implementation stage, the Platform delivers professional cloud-network and IT innovation capabilities.

  • It has established complete and network testing environments for major projects under China Telecom’s Culture, Propaganda, and Government BG.
  • These environments enabled full-stack adaptation of China Telecom’s integrated operation and maintenance platform and comprehensive network management products.
  • Customized testing environments resolved critical challenges such as network adaptation, multi-vendor equipment compatibility, cross-domain network management, and end-to-end cloud-network integration.

This ensured high-quality, on-time delivery of strategic projects valued at hundreds of millions of yuan.

System Operation Phase: Security and Efficiency

The Platform constructs high-fidelity attack and defense scenarios; covering 5G core networks and IP bearer networks to provide continuous security verification.

In one strategic customer project, the Platform validated infrastructure protection solutions, supported the rollout of a major security initiative, and delivered a technical template for full-system deployment.

Capability Building: Strengthening Talent Foundations

Beyond technology, the Platform invests in talent development. Through practical training scenarios in electronics, textiles, and equipment, it trained 479 backbone personnel from 109 cities across 30 provinces during phases 1–3 of the “Wings for Enterprise Soaring” program.

These trainings enhanced frontline teams’ technical expertise and solution delivery capabilities, building a strong talent foundation to better serve government and enterprise digital transformation.

China Telecom’s Cloud-Network Integration Pilot Platform will continue to refine its service system, deepen the collaborative mechanism of “technology supporting business,” and provide stronger technical momentum for the digital transformation of government and enterprise customers.
